Finance-Ready Pack Architecture
Provider, sovereign, finance-fit, beneficiary, supplier, and reporting evidence model for storage-first pack qualification.
Evidence Architecture
Finance-ready packs are built from explicit evidence, not implied eligibility
Use this page to explain the provider, sovereign, finance, beneficiary, supplier, and reporting evidence that supports a storage-first pack handoff.
Finance-ready means evidence-ready, not approved, certified, awarded, or guaranteed.
CitizenSolar maps readiness and handoff, not tax, legal, procurement, engineering, or funding authority.

Finance-Ready Evidence Model
Finance-Ready Pack Architecture
A finance-ready pack binds CS-PROVIDER-FIT, CS-SOV-STACK, CS-FINANCE-FIT, beneficiary evidence, supplier evidence, monitoring/reporting evidence, and the deterministic orchestration boundary into one reviewable package.
- • Finance-ready does not mean approved, awarded, underwritten, or certified.
- • It means the pack has a structured evidence trail that the next qualified reviewer can evaluate.
CS-PROVIDER-FIT
Provider fit screens supplier suitability, provenance, documentation quality, and exclusion risks before the pack is treated as commercially ready.
| Score | Label | Meaning |
|---|---|---|
| PF-A | Native | Local/native production or assembly with strong evidence. |
| PF-B | Allied | Trusted allied provider with strong documentation and support. |
| PF-C | Commercial | Usable for private/commercial projects; public-sector review needed. |
| PF-D | Restricted | Incomplete evidence or supplier-risk concern. |
| PF-X | Excluded | Fails safety, compliance, warranty, cyber, or documentation threshold. |
CS-SOV-STACK
Sovereign stack screens control-chain, cyber posture, public-infrastructure suitability, and dependency risk for the deployment context.
| Score | Label | Meaning |
|---|---|---|
| SOV-A | Sovereign-ready | Suitable for public/critical infrastructure review. |
| SOV-B | Allied-compatible | Strong but not fully native. |
| SOV-C | Commercial-only | Public-sector review required. |
| SOV-D | High-risk dependency | Unresolved supplier-control or cyber/control-chain issue. |
| SOV-X | Excluded | Excluded from public/critical infrastructure packs. |
CS-FINANCE-FIT
Finance fit screens whether a plausible route exists for grants, tax-credit evidence, loans, leases, public-finance sequencing, or advisory-only treatment.
| Score | Label | Meaning |
|---|---|---|
| FF-A | Grant-ready | Plausible fit for grant/rebate/subsidy path; application work required. |
| FF-B | Tax-credit-ready | Plausible fit for tax-credit/domestic-content path; tax review required. |
| FF-C | Loan/lease-ready | Suitable for lease, loan, PPA, ESCO, or vendor-finance route. |
| FF-D | Advisory-only | Funding exists but eligibility/timing is uncertain. |
| FF-X | Not finance-aligned | No visible fit or pack violates funding/beneficiary constraints. |
Beneficiary compliance evidence
Beneficiary evidence shows who benefits, why the project fits the route being discussed, and what public-benefit, community-benefit, or reporting logic has to be documented.
- • Confirm beneficiary class, ownership structure, and project sponsor identity.
- • Check whether the site type and use case align with the target funding route.
- • Document supplier restrictions, FEOC/PFE sensitivities, and domestic-content evidence expectations where relevant.
- • Separate packaging readiness from permit, interconnection, and final engineering approval.
- • Capture public-benefit, community-benefit, or resilience-benefit evidence when the route depends on it.
- • Record reporting, audit, record-retention, and partner-handoff obligations before customer reliance.
Supplier evidence
Supplier evidence is broader than brand selection. It includes origin, control-chain, warranty, remote access, firmware posture, and successor-service diligence.
- • Candidate for diligence only. Not an approved supplier list.
- • Document supplier origin, manufacturing footprint, and support structure where the finance route depends on it.
- • Capture cloud dependency, remote-control exposure, update posture, and successor-service risk before customer reliance.
Monitoring / reporting evidence
Monitoring and reporting evidence explains how the pack will document performance, reserve-policy adherence, allocation logic, and beneficiary or public-benefit reporting.
- • Trusted telemetry and operator-supervised orchestration records are part of the evidence chain.
- • Community Energy Bank reporting matters when the pack uses shared-storage or beneficiary allocation logic.
- • Reporting obligations should be mapped before the pack is treated as finance-ready.
CTA
Use the finance-ready review path when the next step is to prove supplier, sovereignty, finance, beneficiary, and reporting readiness before deeper regional packaging or advisor handoff.
- • Start with a finance-ready review if the question is evidence sufficiency.
- • Move into USA or EU catalogs when the next question is regional template fit.
